What is the role?

To support the provision of a quality public library service, based on principles of equality, human rights and social justice for all. You will be the strategic lead for a needs-based, socially inclusive public library health and wellbeing offer. Primarily, this will continue to develop the established Macmillan Cancer Support service and also develop work around wider health and wellbeing agendas, in partnership with Macmillan, PCC Public Health, local communities, partners, other library staff and volunteers. Some evening and weekend working would be required. You will: • Embed the current Macmillan Library Service offer which provides information, signposting and support to those affected by cancer, ensuring that it meets the Macmillan 9 Outcomes and is delivered to MQuISS standards (Macmillan Quality in Information and Support Services).

• Set up a steering group to build strategic networks and alliances with other organisations working to achieve positive outcomes for those whose lives are affected by cancer and promoting the role of public libraries more generally in terms of the delivery of public health information and advice on health and wellbeing.

• Organise, deliver and evaluate a conference on public libraries and public health.

• Liaise with the Library Service Volunteer Coordinator to recruit a network of volunteers trained and supported to provide signposting and guidance to those seeking health information in libraries • Continue the development of the many health and wellbeing offers currently being delivered in libraries, including Books on Prescription, Mood Boosting Books and services to adults with disabilities. • Liaise with library outreach staff who work with hard to reach and equalities groups to maximise the participation of adults of all ages, abilities and cultures with the Library Service. • Organise, plan and promote learning support activities, events and workshops relating to library priorities with health and wellbeing, either independently or in partnership.

• Work with the Information and Stock Librarian to ensure that our libraries have appropriate materials to support the health and wellbeing needs of residents. • Work with PCC web management team to ensure up-to-date online health and wellbeing information is available to residents, accessible in libraries and in homes. • Organise and deliver staff training related to service development and promotion. • Consult and engage with the public regarding service development. • Attend meetings with other library staff, partner organizations, regional and national groups as required to broker partnerships and joint working. • Be responsible for maintaining statistical data and evaluating services related to the role, providing feedback to local and national agencies as appropriate. • Undertake cash handling duties including dealing with floats for the tills and carrying out cash reconciliation and banking procedures in accordance with Portsmouth City Council financial regulations as required. • Participate in the delivery of cleaning and housekeeping activities for the work place.

Some irregular evening and weekend working will be required to meet the needs of the service.

Who is the person?

You need to:

1. Be an engaging, confident individual, with good interpersonal communication, organisational, and networking skills, capable of strategically representing, promoting and advocating for the best interests of the Library Service and its users. 2. Have an understanding of the key issues around public health and wellbeing in Portsmouth. 3. Have an understanding of the importance of public libraries in delivering positive outcomes for public health and the recreational, information and learning needs of adults of all ages, abilities and cultures. 4. Have experience of event management. 5. Be able to demonstrate a high degree of empathy and have excellent customer care skills. 6. Have the ability to work under pressure and meet deadlines. 7. Have the ability to organise and plan your own work priorities. 8. Work effectively as a member of a team. 9. Have the ability and motivation to work supportively with both the public and colleagues. 10. Have an understanding of social inclusion and the ability to embed equality into all decisions and areas of working life. 11. Be creative, enthusiastic and forward thinking in a rapidly changing working environment.
