You will play a part of the Integrated Commissioning Unit which is a long established partnership arrangement between NHS Portsmouth (Portsmouth CCG) and Portsmouth City Council. The Integrated Commissioning Unit is responsible for commissioning a wide and diverse range of health and social care services for older people, people with a physical and or learning disability, people with mental health or substance misuse problems, and children. You will be part of a team and responsible for delivering a number of commissioning projects, working on a matrix basis.

Working arrangements

You will work with key stakeholders including:

• Users, carers and their representatives • Senior managers in Portsmouth City Council across adult social care, children's services and public health • Senior managers and clinical leaders in Portsmouth CCG • Commissioning managers in neighbouring CCGs and local authorities • Service Managers and clinicians in primary and secondary care health services and Social Care services You will be expected to develop excellent working relationships with peers and colleagues such as other Project Managers, Contract Officers, Finance, Administration and Support Officer Staff, and other commissioning service staff as required Key Responsibilities You will commission health and social care services for adults and children working on a project basis.

You will develop care pathways which are effective and person centred and use innovative approaches to facilitate service improvement and integrated service delivery, identifying opportunities for efficiencies, value for money and where appropriate disinvestment.

You will develop and maintain positive partnerships with key stakeholders across all sectors to ensure quality services and encourage innovation.

You will consult with and involve service users and carers in the design and review of health and social care services.

You will undertake service reviews / audits and quality monitoring initiatives

You will use a wide range of data sources to analyse need, identify gaps in service provision and develop strategies to tackle unmet need.

You may line manage a small number of staff taking responsibility for appraisals, performance, disciplinary and grievance matters.

Research & Enquiry

You will • Draw down 'traditional data' from JSNA • Build and conduct own needs assessment/analysis where appropriate • Undertake research on capacity of providers • Undertake market analysis & benchmarking from existing sources

Analysis and data management

In order to plan, develop and implement contractual tolerances to measure success or failure of programmes/projects you will analyse and interpret highly complex and sometimes conflicting data and information including: • Performance data • Capacity and demand data • Benchmarking data relating to existing or comparable services • Financial data

Prioritising

You will appraise priorities and develop strategic commissioning plans whilst ensuring robust risk management. You will ensure these strategies align with the CCGs and LA short, medium and long term strategic objectives and the priorities of the Health & Well Being Board.

Design & Delivery

You will use project management techniques to ensure the timely achievement of commissioning intentions.

You will design and develop service proposals, specifications and optional appraisals consistent with high quality, cost effective services.

You will lead the design of service specifications with measureable outcomes and KPIs. You will develop and implement contractual tolerances to measure success or failure of programmes.

Collaborating

You will work with colleagues in finance, public health and performance, to ensure oversight and achievement of all aspects of the work.

You will work corporately to ensure managed market development and provision of services appropriate to service user and carer needs commensurate with best value principles.

You will manage commissioning and contracting activities to secure services from a range of providers.

You will ensure effective mechanisms for consultation with service users and their carers, and ensure that their needs are appropriately reflected in commissioning plans.

You will develop and maintain excellent relationships with the NHS and Social Care Contract teams to: • Receive exception reporting on contract performance • Advise on matters relating to poor performance.

Leadership and Governance

You will promote the corporate image and act as a role model for promoting the CCG & LA's purpose and values.

You will work within both the CCG and PCC Standing Financial Instructions.

You will chair meetings in a professional and competent manner.

Managing people

You will deploy high quality interpersonal skills to establish credibility and confidence amongst clinicians, managers and other stakeholders.

You will need to inspire and motivate stakeholders by articulating a clear vision for services in Portsmouth where there may be resistance to change or divergent opinions on the direction of change.

You will plan and lead large workshops for stakeholders, including staff, in order to promote and develop the commissioning programme.

Taking responsibility

You will write complex reports and present these in a range of formal settings when required.

You will ensure that projects are properly documented throughout and that all stakeholders use an agreed set of processes and systems to progress the projects.

You will ensure that all commissioning projects have clear milestones and that they are delivered to time.

Who is the person?

You need to have:

Requirements Qualifications Degree level or equivalent in a relevant discipline demonstrating knowledge developed in a healthcare or social care setting. Professional qualification in nursing, allied health professions or social work is desirable but not essential Experience / Knowledge

High level of knowledge of service commissioning, acquired through training and experience Relevant experience working in a health or local government setting Understanding of NHS and local authority decision making procedures Significant project management experience. Experience of involving service users, their carers and the public Experience of formal procurement and tender exercises Communication Ability to communicate across a wide range of organisational and cultural boundaries Ability to facilitate constructive discussion and debate and to formulate programmes of action Ability to communicate goals in a compelling way Excellent standard of report writing & IT skills Analytical & Decision Taking Ability to analyse and review highly complex facts and situations, where there may be a range of possible options, in order to formulate appropriate decisions. Ability to exercise political sensitivity and judgement in difficult circumstances Personal Resources Ability to manage complex projects of work with multiple stakeholders Ability to exercise judgement when conflicting information and advice is provided Ability to prioritise when working under pressure Ability to work flexibly and adapt easily to matrix working Ability to easily travel across the Portsmouth area
