We are looking for a person to join our Mechanical, and Electrical and building Services [M&E] Support team with good M&E knowledge and relevant surveying experience.

What is the role?

You will be based primarily at Chaucer House but may be required to work from any of the Portsmouth City Council offices.

The role is to develop and manage an efficient and effective response repair, maintenance inspection regime and a planned replacement programme for the M&E plant and building services installed within the common areas of Portsmouth City Council's properties [not within tenants homes].

The M&E equipment that you will be looking after for which you will be responsible provides a supply of good potable water, safe access and, in some instances, adequate heating and domestic hot water delivery and ventilation to homes and commercial buildings.

You will be working within a team of surveyors and technical assistants that provides a quality service ensuring that all Statutory Regulations, PCC policies and procedures are met e.g. Legionella Control, Fire equipment, Gas Safety [Installation and Use] Regulations. The typical type of M&E installations that fall under the remit of this role are listed below:

• Lightning conductors, • Communal extraction / ventilation systems, • Fire fighting equipment - dry risers, fire extinguishers etc. • Mains Water facilities including Booster pumps, Cold water storage tanks, Water quality issues, • Underground water mains including, large bore communal cold water mains. • Legionella L8 regulations that affect the M&E installations • Gas mains and meters, communal boiler rooms

A 500 property district heating and CHP scheme.





Who is the person?

You need to have:

1. Have a ONC / HNC level qualification in a Mechanical / Electrical / Heating related subject. 2. Have a good knowledge of M&E plant and associated equipment. 3. Have a good knowledge of M&E regulations and appropriate legislation, knowledge specifically related to mechanical plant, fire safety, electrical inspections, gas installations, and JCT and NEC contracts. 4. Have knowledge and be able to apply mechanical & electrical related health & safety legislation generally, and asbestos at work regulations. 5. Demonstrate practical surveying skills, identify defects on M&E plant, assess quality of work undertaken and offer solutions to resolve any issues identified. 6. Have the ability to evaluate different M&E options and prepare a specification of work, obtain quotations and manage an individual contract. 7. Demonstrate commercial awareness and be able to undertake cost estimates for M&E works, exercise financial control and assess value for money for work undertaken. 8. Have experience of using all Microsoft packages; in particular be able to demonstrate practical IT skills using Excel spreadsheets to analyse data. 9. Be organised and methodical when undertaking surveys, preparing or managing appointments and workload priorities. 10. Be a good communicator and assertive when working with contractors, Housing staff, other departments. 11. Work within buildings up to 22 storeys, including access to roof areas and working at heights, boiler and plant rooms and be able to climb ladders and go into isolated areas and enclosed environments. 12. Have a full driving licence and provide a car for work, as you will be visiting various sites across Portsmouth and Havant and will need to travel effectively between them 13. When out of hours emergency situations occur, be available to give guidance and advice to the Out of Hours repair team.
