The Service

The Transport, Environment and Business Support service provides services and improves outcomes in the following areas; sustainable transport, transport planning, traffic management and road safety, highways and coastal management and public transport, city centre management, parking and street cleansing.

What is the role?

Working within the team of Civic Enforcement Officers you will help to deliver some of the Council's key service priorities in this area. Reporting to your Senior CEO and/or Parking Supervisor and the Duty Supervisor you will be required to patrol the areas where on and off street parking is in operation in the City to ensure that drivers follow parking regulations in accordance with current and relevant legislation. Working within the scope of empowerment you will issue Penalty Charge Notices in cases where residents and visitors have breached these regulations.

The parking service works closely with both internal and external partners to contribute to the effective management of local, national and international events that attract a wide range of visitors to Portsmouth. In addition the parking service supports the city's schools to enhance road safety and liaises with schools and other establishments to ensure that relevant enforcement coverage is communicated effectively.

As an ambassador for the service you will need to be able to develop customer relationships and to communicate in an assertive and polite way to a range of people, both customers and colleagues. A calm and professional manner will also help when handling difficult situations. Experience of working in a customer facing role is therefore desirable for this role.

Your duties and responsibilities include:

• Liaising with schools to ensure appropriate enforcement of school restrictions for the safety of children • Enforcement of local waiting restrictions • Enforcement of residents parking areas and contributing to the resolution of customer service problems • Communicating verbally with customers to ensure compliance with pay and display regulations • Inspecting the car parking area within the allocated patrol area on a daily basis, liaising with duty supervisor and other team members to report any faults with meters, signage or other matters to the duty supervisor in support the council's pledge to ensure a positive and welcoming impression of the city • Issue Penalty Charge Notices when a restriction has been contravened and deal effectively with challenging customers in a customer focused way • Assist with the processing of information about customers and appearing in Court or before the national Adjudication Service when required as a witness • Patrolling outlying areas in a City Council van (as required) • Patrolling areas on a City Council bicycle (if required) • Use of hand held ticket processing equipment • Use of radio for communication • To work a shift rota system • To change teams as and when required • To wear the approved uniform whilst on duty including a body worn video camera • To undertake casual overtime to cover for absence through leave and sickness and other duties as above • To be aware of the roles and responsibilities under equal opportunities and PCC's health and safety policy • Contribute to Best Value by working in an efficient, effective and economic way and to suggest and implement ways of working whenever possible to improve customer relationships • Undertaking any other duties required by the Parking Operations Manager or his representative commensurate with the designation and grading level of the post

Who is the person?

Someone who:

1. Has a full UK manual driving licence or is in the process of obtaining one as there are times when you may be required to drive a service vehicle (desirable). 2. Is able to use a hand held computer device with small fonts, these devices are about the size of a smart phone. 3. Has a good level of physical fitness as you must be able to carry up to 10lbs in equipment with the use of a utility belt/vest and be able to walk up to 10 miles per day as well as confidently riding a bicycle. 4. Is able to undertake manual handling duties including removal and replacement of barriers and bollards. 5. Is able to work in adverse weather conditions. 6. Good communication skills with a good level of spoken and written English and a 7. As ambassador of the service you will have a customer focused approach to your work and be able to communicate verbally with people at all levels. 8. Pro-actively address and resolve on-street complaints to develop positive customer relationships 9. Has confidence in dealing with challenging situations and customers and able to demonstrate a good level of customer service 10. Is able to work alone and as part of a team to make a positive contribution to the delivery of the key customer service priorities of the service 11. Is flexible, you must be able to work a shift pattern outside of normal core hours (Copy of Rota attached) and to work additional hours (overtime) as and when required for special enforcement and late night enforcement duties, as well as switching teams as required to cover business needs such as holidays and events. 12. Is able to use own initiative in making decisions and work and manage under pressure to resolve customer service problems in a positive manner. 13. Ideally has a good knowledge of Portsmouth streets and previous knowledge of Parking Enforcement is desirable but not essential as full training is given. 14.
