What is the job?

This role reports to the Senior Accountant and will deputise for the Group Accountant or Senior Accountant as necessary.

The purpose of the role is to provide support to the Senior Accountant or Group Accountant to enable them to deliver high quality financial management, professional advice and accountancy services to the Strategic Directors, Heads of Service, Members and other key stakeholders.

The role will include a wide range of tasks, including a range of complex financial and contractual issues, interpreting legislation and applying financial regulations and codes of practice.

Children's Services Finance Team:

This role will play an important part in assisting other team members in implementing the change agenda within the Educational landscape. This person will be involved in budget monitoring and forecasting, preparation of the final accounts and statutory financial statements and providing other financial analysis as requested, as well as supporting the Academy conversion programme.

Culture, Resources & Systems Finance Team:

This person will be involved in budget monitoring and forecasting, preparation of the final accounts and statutory financial statements and providing other financial analysis as requested This role will also play an important part in identifying cost and efficiency savings and improving business processes designed to change the way we work and enhance the provision of management information.

Who is the person?

You need to:

1. Be CCAB qualified i.e. ICA, ACCA, CIMA or CIPFA and be able to demonstrate professional updating.

2. Be computer literate - have a high standard of spreadsheet, analytical and problem solving skills and be proficient in the use of Word, Outlook etc. plus the ability to use financial information systems such as Oracle and Business Intelligence.

3. Be an effective team player and have the ability to provide a first class service.

4. Have experience of advising senior officers and attending management teams and working groups on finance related issues

5. Have knowledge of Local Government Finance (For the Children's Services Finance Team a knowledge of schools finance would be desirable)

6. Have experience of preparing budgets for a period of more than one year and of preparing monthly budget monitoring reports.

7. Have experience of the preparation of monthly accounts, financial monitoring and final annual accounts.

8. Have experience of appraising and evaluating the financial implications of projects and proposals using accounting techniques.

9. Have proven experience in successfully developing and maintaining financial models.

10. Have good organisational skills and be able to prioritise work & concentrate time on the most important matters to meet key deadlines.

11. Have a good knowledge and understanding of customer care, equalities & Health & Safety

12. Have a positive outlook, willingness to learn and a flexible approach to work.

13. The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
